The Torbay Development Agency is a public private partnership working with Torbay Council to delivery economic regeneration and development and support for the area's businesses including the tourism, maritime and community sectors.
Established by Torbay Council in 2004 the Agency has responsibility for five distinct activity areas, which together represent the drive for a sustainable economic future for Torbay:
The Agency is governed, in true partnership, by a Board of Directors representing the public and private sector partners as well as key employers and regional funding bodies.

Torbay Development Agency Ltd is the private - public partnership board that sets the strategy for, and oversees the work of the officers of, Torbay Development Agency. Drawn from the local business community the Board is chaired by Les Burnett of Francis Clark and also counts the Mayor and Councilors amongst its members.
The board meets bi-monthly and invites observers from the South West Regional Development Agency and Government Office South West so that it can work with those organisations to raise awareness of the needs and opportunities in Torbay.
