Torbay Council’s Energy Management Team

Torbay Council is commited to managing it energy resources, with a full time Energy manager and a full time Carbon Reduction Officer.

The Energy Management Team, as part of the Torbay Development Agency, provides a comprehensive energy management service to all Torbay Council properties which includes schools, office accommodation, town halls and libraries.

The role of the Energy Management Team is to help, advise, and educate building users in energy efficiency and to assist Departments and partner clients to implement energy efficiency measures.

Energy efficiency is one way of reducing the impact of global warming as well as reducing environmental pollution it also produces savings on fuel bills.

The Energy Management Team’s (EMT) aims are:

  • To reduce the council's energy consumption by 20% of the 2005/06 figure by the year 2012.
  • To actively promote a sustainable energy future for Torbay and its communities.
  • To reduce the carbon emissions of the council by 30% by 2020 and 80% by 2050 from 1990 levels.

How the EMT is working towards meeting these targets:

Building Energy Management. Centrally computer controlled Building Management Systems (BMS).

Monitoring and Targeting. Energy and water consumption is monitored to minimise usage and identify high consumption.

Energy Efficiency Surveys. Surveys are carried out and advice is given on the implementation of the energy saving measures that have been identified.

Energy Saving Fund -  a fund partly funded by Salix, partly by the Council has been set up for the Installation of energy saving measures to meet Torbay Council environmental objectives in accordance with Central Government objectives.

We offer support to our Schools in the form of advice and the Energy saving fund.

Energy awareness raising and training:

  • The Energy Management Team joins forces with the Environmental policy team to produce its own energy awareness posters and stickers for distribution throughout the Council  -in the form of a ‘Switch Off’ campaign.
  • The ‘Energy Envoy’ scheme run by the Energy Management Team is a network of volunteers at various sites across the Council who help us in a number of ways:
  1. Acting as a contact at their site for distributing awareness posters/stickers.
  2. Being the eyes and ears of the EMT - looking out for energy wastage at their site.

Energy saving measures so far:

Voltage optimisation:
The installation of Voltage Optimisation equipment into Roebuck house – a technology that optimises electricity supply voltage. So far, the equipment has been making impressive savings of just under 10% on the whole building.

One of our secondary schools in the bay are currently installing Voltage optimisation into one of their main buildings, with predictions of saving 13% on their electricity bill.

Draught proofing:
Both Roebuck House and Electric House have been draught proofed using Quatro-seal, a unique product sealing around the windows to keep heat in and draughts out in the winter time. With expected savings of £3,100 and 14.2 CO2 tonnes per year.

Solar film:
The south façade windows of Roebuck House have been filmed, to deflect excess heat in the summer, to reduce the requirement for air conditioning in the building. With expected savings of £836 and 4.5 CO2  tonnes per year.

Light Bulb Amnesty:
Staff were asked to trade in any old style lightbulbs for new energy efficient versions. With savings of around £10 in electricity costs and 50kg CO2 each year per bulb traded.

Car park upgrades:
Work will take place in Autumn 2009 to upgrade the lighting system in Victoria car park, expected savings from this are £6,000 and 36 CO2 tonnes per year.
At the same time the Building management system will be installed into Victoria, enabling greater control of electrical systems with expected savings of £5,900 and 35 CO2 tonnes per year.

Display energy certificates have been produced for all affected council run properties – these show the energy performance of the buildings year on year.
