The Employment and Skills Board has a working structure which is detailed below. The work of the ESB will be taken forward in 2009/10 by an Employers Group supported by a Core Partners group and a selection of key working groups. This overarching structure will be led by a Chair and supported by a Partnership Executive.

Once fully up and running the Employers Group will have around 18 members active members, most of whom will be from the private sector and be a mix of major and smaller employers. It will also include a small number of public sector employer members. Senior representatives of some Core Partners will also participate.

A Core Partners Group has been formed comprised of primarily public sector bodies that are key in funding or delivering skills and labour market services. Its primary role will be to:
The group will meet between meetings of the Employers Group, which will largely set its agenda. It will have representatives from the Learning and Skills Council, Torbay, Teignbridge and South Hams Councils, Business Link, Jobcentre Plus, South Devon College, Connexions and Productive Skills for Devon.
A number of working groups exist to take forward specific priorities requiring particular focus. These will continue to meet and report into the Core Partners Group and on occasion the Employers Group. The current groups are:
