Estates Service

Our mission Statement is:
To support Torbay Council's objectives by providing professional management of Torbay Council's Property Assets Portfolio. We maintain and where possible maximise value and revenue whilst facilitating the delivery of individual services.

A summary of our functions:

• Manage Torbay Council's 1,227 property assets valued at £129 million
• Annual revenue of approximately £2 million from let properties and rights
• Valuation advice, negotiations and subsequent management of leases, licenses and other rights on Torbay Council owned land/properties (working alongside Legal Services and Financial Services)
• Handling property purchases, disposals and rating valuations of Torbay Council properties
• Property ownership record management
• Assisting in queries from members of the public

• Social Services establishments
• Libraries
• Areas of agricultural land
• Administration offices
• Properties held for future schemes and disposals
• Industrial units
• Beach cafes and concessions
• Harbours
  

Estates Service Team:

The members of staff include the Estates Manager, the Principal Valuer, Valuers, a Disposals Officer, Property Records and Estates Assistant (P.R.E.A.) and an administrator.

All  staff and the Disposals Officer have expertise in Public Sector property and are members of the Royal Institution of Chartered Surveyors and regularly attend training courses and seminars to maintain their professional development.

The Estates Service Valuers have particular responsibility for property issues within the following service area of Torbay Council:

The Property Records and Estates Assistant specialises in property and land ownership and is involved in the development and maintenance of various data bases which provide information for other departments within the Authority and members of the public.
The Estates Service work jointly with the Corporate Property Team in respect of corporate wide property issues such as disposals and share case work with colleagues in Legal and Finance.

Office opening hours: 9.00 am to 5.00 pm Monday to Thursday, 9.00 am to 4.00 pm on Friday.

Commercial Premises

The Torbay Development Agency (TDA) maintains links with local commercial property agents and produces a regularly updated register of commercial property available within Torbay. Whether you are a new or expanding business, or a business wishing to relocate to the area, this service could assist in finding suitable premises.

The Property Register lists various retail, office, industrial, hotel and catering premises available in Torbay and is updated on a monthly basis. Search the online register or call us to request a copy.

The TDA also maintains links with local business advisors, and can put businesses and individuals in touch with an appropriate advisor to discuss any additional assistance that may be available to companies in this area. These business support services may be fully funded.
