The final piece of concrete has been placed on the roof of the new multi-million pound library and community centre for Paignton by Torbay's Mayor Nick Bye.
The 'Topping Out' ceremony took place on Monday 1st March and marks an important milestone in the completion of the 2,245 square metre building. The Mayor also placed a commemorative plaque in a wall at the front of the building in front of invited guests.
The development will include a new state of the art library to replace the existing library in Paignton, a multi-purpose meeting space, a cafe, a media suite and toilets with changing places facility. It will also provide centralised facilities for a number of agencies including community police, Connections, tourist information, adult and community learning and Surestart offices.
The £6.4million project on Station Lane is being funded by Torbay Council and the Big Lottery Fund. It is one of many sites across Torbay which has been earmarked for development by the council and it's regenerative arm the Torbay Development Agency (TDA).
The building has been sympathetically designed to reflect the history of the former railway and goods yard site and recently achieved and environmental BREEAM rating of 'very good'
Torbay Mayor Nick Bye said: "It is a really exciting time for the Bay with lots of regeneration projects on the go. This library and information centre will be a fantastic new addition to Paignton town centre and will kick start a whole host of improvements to the town centre. Through the Mayoral Vision we want to transform the Station Lane area into a vibrant and thriving place which people want to visit.
"It's great to see the new library and information centre taking shape. Now that the structure of the building is almost complete it really brings home how close this project is to being finished. This project recognises the important part that libraries play in our local community and it will enable residents and visitors to access a wide range of other services under one roof."
Graham Kingdon, Construction Manager for BAM, said: "The BAM construction team is delighted to be working on this exciting project, which will provide so many important services and facilities for the community.
"Over the past few months we have been working closely with the council to try and involve the local community in the project by providing port-holes in the hoardings, holding school and on-site visits and distributing regular newsletters to surrounding neighbours. We believe it is important to involve local people in what will be a central community facility"
The Big Lottery Fund Head of Region for the South West, Mark Cotton, said: "Libraries are ideally placed to host a range of important local services, because they sit at the heart of our communities. Paignton Library is one of 58 across England that BIG has funded to offer a range of services beyond their traditional role, including employment and financial advice as well as education and training."
The new library and Information centre is expected to open in September this year.
